Summary Of Work

The Physical Plant Director III, will provide statewide leadership, strategic oversight, and operational management for all physical plant operations across the North Dakota Army National Guard (NDARNG). The director ensures the operational readiness, maintenance, and compliance of NDARNG facilities throughout the entire state of North Dakota. This role requires a strong foundation in facility management, budgetary oversight, personnel leadership, and strict adherence to safety and building regulations.

Statewide Personnel Leadership - Direct and supervise a geographically dispersed network of subordinate managers and maintenance personnel including hiring and termination. Evaluate employee performance, mentoring, counseling, resolve operational conflicts, manage disciplinary situations, and develop subordinates' skills across all North Dakota regions and facilities.

Statewide Facility Management - Serve as the overall manager for the North Dakota Army National Guard locations that G9/DFE operates while scaling technological solutions, maintenance prioritization, and future planning across all NDARNG readiness centers and facilities statewide. Inspect properties, secure cost estimates, and coordinate with building tenants state-wide.

State Property Book - Responsible for state property book, key custodian for all OTAG facilities, and state fleet manager.

Advanced Plant Operations - Apply comprehensive knowledge of large-scale physical plant operations (HVAC, electrical, plumbing, and grounds maintenance) and modern construction/custodial procedures across diverse military facility types throughout North Dakota.

Construction & Code Compliance - Act as the primary liaison for statewide maintenance operations. Conduct and oversee inspections on dispersed construction projects to ensure uniform compliance with all local, state, and military building codes and specifications.

Administration, Budgets & AIM - Perform complex administrative duties overseeing statewide operations. Utilize the AIM program to manage daily/preventative maintenance work orders, allocate facility budgets, process purchasing requirements, and manage time processing across all locations.

Minimum Qualifications

Requires a high school diploma or GED and six years of work experience in the operation and maintenance of a complex physical plant. The experience must have included substantial responsibilities for preventative and special maintenance of facilities, equipment, grounds, onsite review, and coordination of contractor projects, interpreting blueprints and building plans, estimating costs, and supervising a large staff. Requires some familiarity and experience with facility budgets, including planning, allocation, and oversight of funds for physical plant operations and maintenance. Requires familiarity with building codes; the handling of infectious and hazardous materials and related regulations; or similar duties related to physical plant operations. A minimum of two years of work experience must include direct responsibility for the scheduling, management, and supervision of personnel. Up to four years of college-level coursework in a related field may be substituted for the required work experience on a year-for-year basis. Successful completion of the interview process, reference checks and background investigation is required.
