This position will serve as the lead for OPH’s performance management system, ensuring that the performance of public health processes, program interventions, and other activities is effectively monitored. This position is responsible for working collaboratively across the organization to develop and manage a fully functioning performance management system that is integrated into health department daily practice.
This position will also work closely with the Implementation Manager to ensure that the objectives and indicators in the State Health Improvement Plan (SHIP) are effective, actionable, and measurable. As such, this position aids the Office in effectively measuring performance, demonstrating accountability, and ensuring compliance with Public Health Accreditation Board standards. The successful candidate is a highly-motivated, accountability driven employee skilled at managing data, people, committees and processes to meet challenging timelines.
Minimum Qualifications
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
Experience Substitution
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties
Job Duties and Other Information
- Identification of organizational objectives across all levels of OPH that contribute to organizational and program-level strategic priorities
- Identification of indicators to measure progress towards achieving objectives
- Operation and documentation of a system of monitoring progress and reporting
- Analysis of performance data to identify areas where achieving objectives requires focused quality improvement processes
- Collaboration on development and management of OPH’s State Health Improvement Plan dashboard
- Continued accreditation compliance with the Public Health Accreditation Board (PHAB) standards; annual reports to PHAB and preparation for reaccreditation
- Training and engagement of staff in development and implementation of a performance management system
- Enhancement and coordination of OPH’s efforts to assess customer satisfaction
- Collaboration across departments and agencies to ensure alignment and optimal use of resources; meetings and committees convened and facilitated as needed
