Project Delivery Specialist
Position Summary
The TCAP Project Delivery Specialist supports the Port Authority's Tenant Construction and Alteration Process (TCAP), overseeing project coordination, process improvement, stakeholder engagement, and project delivery activities across tenant construction and alteration projects. This role serves as a key liaison among tenants, design professionals, contractors, and Port Authority departments to ensure projects progress efficiently, comply with TCAP requirements, and achieve successful outcomes. The position also contributes to automation initiatives, reporting enhancements, data analysis, and continuous process improvement efforts.
Key Responsibilities
Project Coordination & Delivery
- Manage and coordinate tenant construction and alteration projects throughout planning, approval, and active construction phases.
- Lead orientation meetings for new tenants, communicating project requirements, procedures, and expectations.
- Coordinate project type determinations and facilitate project kick-off meetings.
- Serve as the primary point of contact between the Port Authority and tenants regarding project approvals and contract documentation.
- Coordinate Tenant Alteration and Minor Works applications through Port Authority review processes.
- Monitor project progress and facilitate issue resolution to ensure timely project delivery.
- Support compliance with TCAP requirements and established project procedures.
Stakeholder Management & Customer Service
- Build and maintain productive relationships with tenants, consultants, contractors, design professionals, and internal stakeholders.
- Facilitate communication among multiple stakeholder groups to support project objectives.
- Provide exceptional customer service while managing competing priorities and stakeholder expectations.
- Lead meetings, presentations, and discussions with internal and external project participants.
- Support external users of the TCAP process, including tenants, construction managers, contractors, and design professionals.
Process Improvement & Innovation
- Identify opportunities to improve project coordination, communication, and workflow efficiency.
- Recommend and implement process enhancements that improve project delivery outcomes.
- Participate in the development and deployment of automation initiatives and digital process improvements.
- Collaborate with stakeholders to identify practical solutions that improve ease of use and operational efficiency.
- Assist with ongoing technology initiatives, performance analysis, and business process optimization.
Reporting & Data Analysis
- Assist in developing reporting systems, dashboards, and performance metrics.
- Monitor data quality and reporting accuracy across internal departments and review groups.
- Analyze project and operational performance data to support decision-making and process improvements.
- Utilize Power BI, Excel, databases, and other reporting tools to generate insights and management reports.
Required Qualifications
Education
- Bachelor's degree in Engineering, Architecture, Construction Management, Project Management, or a related field from an accredited college or university.
Experience
- Minimum of five (5) years of progressively responsible experience in project management, project delivery, process improvement, or related disciplines.
- Experience coordinating projects involving multiple stakeholders and competing priorities.
- Demonstrated success managing complex assignments with limited resources.
- Experience supporting process improvement and operational efficiency initiatives.
Technical Skills
- Advanced proficiency with Microsoft Office applications including Excel, Word, PowerPoint, Outlook, Teams, SharePoint, and OneDrive.
- Experience with database management and reporting systems.
- Familiarity with Power BI and dashboard development.
- Experience with Robotic Process Automation (RPA), AI tools, or workflow automation technologies is highly desirable.
- Ability to quickly learn agency-specific software and reporting platforms.
Preferred Qualifications
- Experience in transportation, aviation, public-sector infrastructure, commercial real estate, construction, or facilities management environments.
- Experience implementing workflow automation, process digitization, or business intelligence solutions.
- Knowledge of tenant construction, permitting, alteration processes, or capital project delivery programs.
- Experience developing executive dashboards and performance reporting systems.
Work Environment
- Hybrid work arrangement based at the World Trade Center in New York City.
Compensation
- The good-faith hourly pay range for this position is approximately $60–$75 per hour, depending on
experience, qualifications, and client requirements.
