Lead at the highest level of state government. This executive role partners directly with the Undersecretary to drive strategic initiatives, oversee six reporting divisions, and help manage one of Louisiana's largest government budgets—more than

$17 billion. In this role, you will serve as the primary liaison between the Undersecretary and federal, state, and local government officials, regulatory agencies, legislators, judicial representatives, and internal and external stakeholders.

Minimum Qualifications

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties

  • Lead the coordination and analysis of departmental financial data, forecasting, and reporting to support strategic planning, informed decision-making, and operational effectiveness.
  • Advise the Undersecretary on complex regulatory, legislative, operational, and administrative matters, providing recommendations, project updates, and solutions to advance agency priorities.
  • Develop and implement policies, procedures, and best practices that strengthen financial analysis, regulatory compliance, and organizational performance.
  • Coordinate cross-functional initiatives and special projects involving program offices, regulatory requirements, stakeholder concerns, constituent issues, and legislative matters.
  • Oversee administrative operations supporting the Undersecretary's Office, including correspondence, records management, confidential communications, and timely responses to inquiries.
  • Research, analyze, and synthesize complex information to support executive decision-making while independently prioritizing assignments and ensuring successful completion of high-impact initiatives.
