Position Summary
Serves as a senior-level Human Resources professional responsible for managing full-cycle recruitment activities, workforce recruitment initiatives, candidate sourcing strategies, difficult-to-fill recruitments, hiring manager consultation, recruitment analytics, and talent acquisition process improvement efforts. Reports to the Director of Human Resource Operations and serves as a trusted recruitment resource to County leadership and hiring managers.

What You Will Do
- Manages full-cycle recruitment activities for professional, technical, supervisory, and sourcing difficult-to-fill positions throughout Pueblo County.
- Conducts recruitment planning meetings with hiring managers to identify position requirements, candidate qualifications, recruitment challenges, and staffing needs.
- Develops and implements recruitment strategies designed to attract qualified and diverse candidate pools.
- Conducts advanced applicant screening, candidate evaluation, interview participation, reference verification, and hiring recommendation support.
- Serves as the lead recruiter for executive, professional, and difficult-to-fill positions.
- Develops recruitment marketing initiatives, including social media campaigns, workforce outreach efforts, career fairs, and employment branding activities.
- Maintains talent pipelines and candidate pools to support future workforce needs.
- Provides guidance to hiring managers regarding recruitment practices, candidate evaluation, interview techniques, and hiring processes.
- Develops and analyzes recruitment metrics, including vacancy rates, time-to-fill, offer acceptance rates, source effectiveness, and hiring outcomes.
- Assists with workforce planning initiatives by identifying labor market trends, recruitment challenges, and workforce opportunities.
- Assists with onboarding transition efforts and supports a positive new hire experience.
- Mentors and provides guidance to Talent Acquisition Specialist I staff as assigned.
- Supports the One HR Team philosophy by sharing knowledge, participating in cross-functional initiatives, and contributing to department-wide projects and operational support efforts.
- Attends meetings, classes, and trainings as required or requested by supervisor.
- Performs additional tasks as assigned, including filling in for other staff as necessary and/or required
Education
WHAT YOU HAVE
- Bachelor’s Degree in Human Resources, Business Administration, Public Administration, Communications, Marketing, Organizational Development, or related field required
Experience
- Minimum of four (4) years or more of experience in Talent acquisition, recruitment, staffing, workforce development, Human Resources, or related field required
- Experience m anaging full-cycle recruitment processes required
- Public sector recruitment experience preferred
EDUCATION/EXPERIENCE SUBSTITUTION: Required Bachelor's degree and four (4) years of required experience
OR eight (8) total years of directly related recruitment experience.
