Under general direction, the Administrative Engineer performs technical, administrative and supervisory engineering work in support of a wide range of capital improvement projects, engineering programs and project delivery within the Engineering division at SFO. This position is responsible for supporting the successful delivery of design and construction projects, with emphasis on design management, technical review, drawing and specification development, quality assurance/quality control, cost and schedule management, and compliance with applicable codes, standards, policies, and regulatory requirements. This position also supervises and mentors engineering staff, provides technical leadership and helps establish consistent procedures, expectations and best practices for project delivery.

The essential functions of this classification include, but are not limited to, the following:

  • Reviews and supports the delivery of engineering projects from planning and design through construction and closeout.
  • Leads, prepares, reviews, and coordinates engineering drawings, technical specifications, reports, design criteria, cost estimates, schedules, and other project deliverables.
  • Performs technical design, interdisciplinary coordination, constructability, code compliance, and quality assurance/quality control reviews for engineering plans and specifications.
  • Interprets and applies applicable engineering codes, regulations, Airport standards, policies, procedures, and industry best practices across multiple engineering disciplines.
  • Administers, updates, and supports implementation of the Airport’s Architectural and Engineering Standards, including coordination with technical stakeholders and project teams.
  • Develops, implements, and improves engineering procedures, design review processes, QA/QC practices, templates, checklists, and project delivery tools.
  • Supervises, directs, assigns, and reviews the work of engineering staff, technical personnel, consultants, and other project stakeholders.
  • Provides mentorship, technical guidance, leadership, and professional development support to engineering staff to improve performance, accountability, consistency, and design quality.
  • Prepares technical and administrative reports, recommendations, presentations, budget documents, and other written materials related to engineering projects, programs, policies, and procedures.
  • Participates in the preparation, review, and management of project budgets, consultant scopes, contract documents, procurement materials, cost estimates, and funding requirements.
  • Evaluates design alternatives, performs value engineering, reviews market and cost trends, and recommends solutions that improve cost effectiveness, constructability, maintainability, sustainability, reliability, and operational performance.
  • Perform other functions outlined in the 5174-Administrative Engineer.

Qualifications

1. Education: Completion of a four (4) year college or university with a baccalaureate degree in one of the major fields of engineering.

AND

2. Experience: Six (6) years of progressively responsible experience in administrative, design, planning and construction of engineering projects, including two (2) years of responsible supervisory and administrative experience; or an equivalent combination of training and experience.

  • Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
  • One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours above forty (40) hours worked per week are not included in the calculation to determine full-time employment.

Desirable Qualifications

  • Possession of a Certificate of Registration as a Professional Engineer in the State of California in one of the following disciplines: civil, mechanical, electrical, chemical (environmental/sanitary), or transportation (traffic).
  • Demonstrate experience using Autodesk AutoCAD and Revit to develop, review, coordinate and manage engineering drawings, design models, and construction documents.

Selection Procedures

Supplemental Questionnaire (Weight: 100%)

Applicants who meet the minimum qualifications will be invited to complete the Supplemental Questionnaire (Behavioral Consistency Questionnaire) after the closing of this filing period. The Supplemental Questionnaire is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position. All applicants’ responses to the Supplemental Questionnaire are subject to verification.

A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

NOTE: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

Certification Rule

The certification rule for the eligible list resulting from this examination will be Rule of Ten. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Transportation Security Administration (TSA) Security Clearance

Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance

Candidates for employment with San Francisco International Airport require that the incumbent be qualified for unescorted access to the San Francisco Airport U.S. Customs Security Area. An application for a U.S. Customs Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Eligible List/Score Report

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
