Position Summary
The Director of Capital Funds is responsible for planning, directing, and overseeing all modernization, capital improvements, and development initiatives for the agency’s housing portfolio. This role ensures that development and construction projects are completed efficiently, within budget, and in compliance with all applicable regulations. Responsibilities include supervising staff, prioritizing capital projects, evaluating modernization needs, and developing strategies for expanding development services.
Essential Duties and Responsibilities

- Supervises assigned staff, including prioritizing and assigning work, conducting performance evaluations, coordinating training, and managing hiring, disciplinary, and termination processes.
- Oversees daily operations of capital and development projects to ensure timely and cost-effective completion.
- Assists in planning and implementing construction, renovation, and site improvement projects, including developing project budgets, selecting project teams, and performing related oversight tasks.
- Evaluates maintenance, modernization, and construction needs across housing developments and prioritizes projects based on agency goals and property needs.
- Reviews, evaluates, and monitors contracts; conducts site inspections to ensure compliance with applicable laws, regulations, and construction specifications.
- Develops strategic plans for expanding development services and enhancing capital project delivery for agency clients and stakeholders.
- Performs other duties of a similar nature or level as assigned.
Training and Experience Requirements
- Bachelor’s degree in Construction Management, Architecture, Engineering, or a related field.
- 8–10 years of progressively responsible experience in construction management, capital planning, or housing development.
- Equivalent combinations of education and experience may be considered.

construction.
- Computer systems and relevant software applications.

- Construction principles, methods, and techniques.
- Methods for evaluating housing development, modernization, and maintenance needs.
- Contract evaluation and procurement processes.
- Worksite inspection procedures.
- Real estate development concepts.
- Planning and budgeting principles.
Skills Required
- Supervising, coaching, and developing staff.
- Using computers and related software (e.g., project management tools, EPIC, spreadsheets,
work order systems).
- Managing and prioritizing complex development and construction projects.
- Conducting inspections and evaluating compliance with regulatory standards.
- Developing and implementing plans and budgets.
- Monitoring work for compliance with laws, rules, regulations, and contract specifications.
- Communicating effectively and professionally with coworkers, supervisors, contractors, the
public, and stakeholders.
Physical Requirements
This position requires activities such as reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.
Work Environment
Sedentary work involving sitting most of the time, with occasional walking and standing. May require lifting up to 10 pounds occasionally.
