Purpose

The Plan Examiner Specialist 1 provides primary service to walk-in customers seeking building permits, certificates of occupancy, or information on the City of Milwaukee building and zoning codes.

Essential Functions

Plan Examination

Examine and approve plans and permit applications for the construction or installation of architectural and related mechanical systems, pursuant to State and City codes and other regulatory agency requirements.

Review, approve, and process applications for certificates of occupancy.

Review and process applications for zoning statements.

Prepare referrals of applications for proposed projects and uses that require approval from the Board of Zoning Appeals or the Standards and Appeals Commission.

Maintain permit records to provide uniform workflow processing, from plan review to issuance of permits, promptly.

Seek ways to improve departmental efficiency, such as reducing the time required to review, approve, and process records.

Customer Service

Provide timely, professional, and courteous customer service by responding to customer inquiries in-person, over the telephone, and via email regarding the building and zoning code and the development and permitting process.

Coordinate the issuance of permits with other City departments and governmental agencies.

Explain departmental procedures and the applicability of codes and ordinances to customers.

Conditions of Employment

Must be able to perform light physical work, including lifting and moving objects weighing up to 10 lbs.

Must comply with the departmental dress code.

Must be able to work in an office environment daily.

Minimum Requirements

Bachelor’s degree in architecture, engineering, building construction, urban planning, or a related field from an accredited college or university.

OR

Four years of experience as a building construction/trades inspector, construction superintendent, contractor, or journey-level carpenter.

State of Wisconsin Department of Safety and Professional Services (DSPS) certification as a UDC Construction Inspector and UDC HVAC Inspector within six months of appointment and throughout employment.

OR

State of Wisconsin DSPS certification as a Construction Inspector within twelve months of employment and throughout employment.

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

Current certification as a UDC Construction Inspector, UDC HVAC Inspector, and a Commercial Building Inspector.

Knowledge, Skills, Abilities & Other Characteristics

Technical

Knowledge of the building and construction field, including the materials, methods, and tools involved in the construction or repair of dwellings and other buildings to ensure the safety of the public.

Ability to read and interpret documents such as state statutes, codes, ordinances, and technical publications.

Ability to read and interpret technical plans, blueprints, drawings, models, and maps.

Ability to evaluate plans to ascertain whether they comply with building and zoning code regulations.

Ability to use job-specific computer applications such as the Land Management System (LMS) and standard programs such as spreadsheets, databases, and word processing.

Ability to learn, retain, and apply work rules, practices, and policies.

Communication and Customer Service

Ability to serve customers in a courteous, professional, and calm manner, whether that is on the phone or in person.

Interpersonal skills to maintain effective working relationships with colleagues, City managers and officials, representatives of outside agencies, and the public.

Cultural awareness and sensitivity; ability to work cooperatively, effectively, and fairly with co-workers and customers whose backgrounds may differ from one’s own.

Written communication skills, including the ability to write error-free correspondence and reports.

Current Salary

The current salary range (Pay Range 7FN) for is $72,678-$83,043 annually, and the residency incentive salary for City of Milwaukee residents is $75,585-$86,364. Appointment above the minimum is possible based upon level of experience and other qualifications, and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of education, experience, and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
