Part-Time Resident Project Representative / Construction Observer

Bingham Engineering & Consulting is looking for a part-time Resident Project Representative / Construction Observer to assist with municipal and public infrastructure projects in Lancaster County and surrounding areas.

This would be a good fit for a semi-retired construction professional, former public works employee, utility worker, site superintendent, inspector, or someone with hands-on field experience who is interested in staying involved without a full-time schedule.

Anticipated Workload

This position is intended to be part-time and as-needed. Typical needs may range from approximately 10 to 24 hours per week, depending on active construction projects, contractor schedules, and municipal needs. Work is not guaranteed each week, and schedules may vary.

Typical Responsibilities

• Observe construction activities for municipal infrastructure, site work, utilities, paving, stormwater, and related improvements
• Document daily field activity, contractor progress, weather, materials, equipment, and general site conditions
• Take photographs and maintain clear field notes
• Communicate with contractors, municipal staff, and the engineering team
• Identify potential issues in the field and relay them promptly
• Review work for general conformance with approved plans and specifications
• Attend preconstruction meetings or field meetings as needed

Ideal Background

• Experience in construction, public works, site development, utilities, paving, excavation, stormwater, or related field work
• Ability to read and understand plans, details, and basic specifications
• Strong communication skills and professional judgment
• Dependable, practical, and comfortable working independently in the field
• Basic computer/tablet skills for reports, photos, and email
• Valid driver’s license and reliable transportation

Prior municipal inspection or PennDOT experience is helpful, but not required.

Location

Projects will generally be located in Lancaster County and nearby areas.

Compensation

Hourly rate will be based on experience.
