Job Summary
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.
This position is located in the Child Care Center, Immediate Office, Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the House Child Care Center (HCCC) is to provide full-day, year-round quality childcare for children of the Members of the House of Representatives, their staff, and House support personnel. This position serves as the Front Desk Clerk.
This position has access to Personally Identifiable Information (PII).
Key responsibilities include performing general administrative duties in support of the operational activities of the HCCC; maintaining accurate records; processing accounts payable and receivable; and assisting with the management of the waitlist.
The position does not have day-to-day supervisory/managerial responsibilities.
Primary Duties and Responsibilities
- Documents and processes accounts payable and accounts receivable in a timely manner.
- Maintains accurate records and logs in a timely and organized fashion.
- Assists answering phone calls, directing families to program administrators, keeping appointments, creating meetings, schedules, and maintaining requested documentation.
- Develops familiarity and maintains compliance with all applicable legal requirements including House, Committee, CAO, and House Child Care Canter rules, practices, policies, and procedures.
- Treats all children, families, and staff with dignity and respect, allowing for individual differences. Establishes positive relationships with each child, family member, and coworker.
- Maintains confidentiality.
- Monitors Procare and center attendance as requested through reconciling sign in stations.
- Supports recording data in Procare as directed i.e. family portfolios, tuition payments, late fee payments, and supports in receiving all fees associated with childcare.
- Provides day-to-day front desk clerk for management and staff as required; assists with handling incoming calls; answers routine inquiries, tracks, forwards, and/or takes messages as appropriate.
- Supports child intake and withdrawal processes and paperwork, including child files.
- Supports with data maintenance of special health and dietary needs.
- Supports in inputting work orders and maintaining work order logs to support with tracking facility repairs.
- Communicates effectively and professionally both orally and in writing.
- Prepares, reviews, and edits sensitive and confidential reports, memoranda, and correspondence.
- Supports with documentation maintenance, enrollment, and receipt of paperwork for summer camp.
- Participates in data maintenance projects, maintains documentation of program policies and provides access as needed to staff, families, and internal CAO supports.
- Seeks and attends ongoing professional development and demonstrates an attitude of continual growth. Attends cross organizational trainings within the CAO.
- Performs other official duties and special projects as assigned
Minimum Qualifications and/or Education Requirements
- Minimum 2 years of relevant experience
- High school diploma or equivalent experience required
Preferred Qualifications
- Coursework or training in business, management, finance, or another relevant field
- Experience in office administration
- Experience working with young children and their families in an early childhood setting
Knowledge, Skill, and Ability (KSA) and Competency Requirements:
- Ability to organize and maintain file and inventory systems.
- Ability to provide front desk clerk and establish and maintains support with administrative processes. Ability to enter, manage, and reconcile data, ensuring data protection and confidentiality.
- Ability to process accounts.

- Ability to conduct research and prepare documentation and reports.
- Knowledge of allergies and dietary restrictions.
- Knowledge of health and safety laws, regulations, policies, and standards.

Physical Requirements and Work Environment
This position is located in a school setting that is adequately heated, lighted, and ventilated. Normal safety precautions apply. The work involves light physical activity and may include moderate physical activity, such as moving furniture and equipment, lifting and moving children, pushing cribs/carts/strollers, and participating in planned physical exercises with children (e.g., jumping, dancing, running). The incumbent must be able to meet minimum physical requirements and work environment demands. Specifically, the incumbent must:
- Lift and/or move 50 pounds or more regularly.
- Stand, bend, stoop, squat, kneel, crouch, lift, twist, and grasp.
- Participate in moderate physical exercise for extended periods of time.
- Be able to be outdoors for regular, prolonged activities in a variety of temperatures and weather conditions.
- Crouch or stand for extended periods of time.
- Possess hearing and visual capabilities necessary to monitor the environment and children’s wellbeing and promptly respond to emergency situations.
- Participate in training to obtain/maintain awareness of and ensure adherence to all safety policies, procedures, and processes to include but not limited to allergies, other dietary restrictions, health conditions, and emergency response protocols.
- Ability to acquire and maintain the following certifications within 30 days of hire date: Infant/Child/Adult CPR Certification and First Aid Certification.
- Ability to successfully complete a physical exam and tuberculosis test (at the incumbent’s expense) prior to employment and annually thereafter (current documentation may not be older than 12 months).
Security Requirements
- Must successfully complete a criminal history records check.
- Employee may be subject to drug testing in accordance with the CAO Drug Free Workplace Plan.
- Must successfully complete a Public Trust investigation with a Child Registry check.
