About Pueblo Regional Center (PRC)

The work unit exists to coordinate and provide the agency-wide health support services licensed for approximately 54 intellectually/developmentally disabled individuals with complex medical and/or psychiatric and/or behavioral needs who reside at the Pueblo Regional Center (PRC). PRC consists of 9 HCBS regulated facilities that are scattered throughout the Pueblo West community. The purpose of this unit includes health services consultation and training; QAPI data entry, tracking, and analysis; oversees scheduling and coordination of the medical orders for outside appointments and tracking; liaison for medical equipment needs; serves as the HIPAA expert/coordinator; infection control and controlled substances data tracking compliance in accordance with the governing rules and regulations of the Federal and State requirements.

About the Position

This position exists to plan, develop, and implement the coordination of the health services consultation and training, QAPI data entry, tracking, and analysis, conduct research as assigned, scheduling and coordinating the medical orders for outside appointments and consultation services, coordination of medical equipment, serves as an on-site HIPAA expert/facilitator, provide supervision for Medical Runners (Health Care Tech 1) positions, and completing/ensuring the accuracy of the agency census reports that are used for tracking and billing purposes, researching problems/solutions, trouble-shooting complaints or discrepancies, assuring compliance with confidentiality HIPAA requirements, security, medical standards as the apply to record keeping, and applicable rules, laws, and regulations pertaining either directly or indirectly to the Records unit.This position is also responsible for scheduling of all acute medical appointments, follow-ups, and annual exams for the agency. Notwithstanding the other duties outside of medical records storage, maintenance and management, this position also requires case management in the areas of guardianship, insurance and community access.

Outside Appointments and Consultation.

  • Independently oversees scheduling and coordination outside appointments and consultations for residents as ordered by the Medical Providers.
  • This includes preparing and faxing appropriate paperwork for each appointment as determined by the internal and consulting Medical Providers.
  • Arranges for and/or obtains special preps for certain procedures.
  • Obtains x-rays and other requested test results for each appointment.
  • Completes and distributes weekly outside appointment schedules to inform all agency staff and so that staffing and transportation can be arranged.
  • This position will be required to provide transportation for persons supported by PRC in the event that safe staffing is inadequate or to backfill a previously assigned med runner that is absent to ensure the persons supported are safely able to make it to their scheduled appointments

Regulatory compliance of Resident Vaccinations and Annual Monitoring.

  • Determines a need for and creates a way to coordinate data collection of resident’s annual PPD’s (TB testing). Vaccinations, and annual requirement of data entry in Colorado Department of Public Health & Environment (CDPHE).
  • Tracks and analyzes the mandated annual screenings and monitoring needs for the residents at PRC. Works with the PRC Nursing department and guardians to coordinate effective compliance.
  • This position must provide services by traveling to group homes for quality checks prior to the annual surveys.

QAPI Data/Analysis.

  • Collects residents’ infection data, surveillance, and analysis of occurrences.
  • Tracks agency medication errors and coordinates with Staff Education for QMAP medication administration retraining according to the structured guidelines.

Durable Medical Equipment and Medical Supplies.

  • Independently coordinates with contracted services for agency DME/Medical Supplies and tracks usage and billing thereof, including inventory for individual resident use and emergency stock supply. This includes ensuring compliance with processing orders for insurance provided equipment or supplies as needed.
  • Monitors compliance with annual equipment maintenance of all DME.
  • Monitors compliance with environment survey requirements of liquid oxygen equipment.

Work Lead. This position functions as a Work Lead, providing technical guidance and operational direction to the team. The incumbent coaches and supports staff in all Appointment Scheduler processes and systems while ensuring the following:

  • Acts as the central "air traffic controller" for all medical appointments, ensuring Medical Runners are efficiently assigned and equipped with necessary paperwork, diagnostic results (X-rays), and required co-pays prior to departure.
  • Independently resolves scheduling conflicts by balancing resident clinical needs against available agency vehicles and personnel; provides direct transportation for residents only during systemic breakdowns or critical staffing gaps.
  • Develops the forms, templates, and Standard Operating Procedures (SOPs) utilized by all agency staff for medical data collection and appointment preparation.
  • Monitors the handling of medical data by Medical Runners and residential staff. Provides immediate corrective coaching for recurring errors and refers staff for formal retraining (such as QMAP) when necessary.
  • Manages complex billing and insurance hurdles beyond the scope of general staff; identifies and escalates personnel performance failures to the formal Supervisor.
  • Coordinates with medical vendors to ensure resident orders and Durable Medical Equipment (DME) are adequately stocked, collaborating with home-based staff to oversee delivery and inventory monitoring.

Other Duties as Assigned

  • Assists to assigned research projects in health services quality improvement projects.
  • Safekeeping of Medicaid, Medicare and other insurance cards.
  • Assists in the health services department’s training and in-services.
  • Assist in preparing for annual recertification of the Health Department surveys
  • HIPAA Liaison

Special Qualifications: Must possess an LPT License or QMAP and be checked off by PRC Nursing.

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years.

Preferred Qualifications

  • Experience working with persons with Intellectual and Developmental Disabilities (IDD).
  • Experience mentoring and/or coaching.
  • Experience with data documentation and completion.
  • Previous experience supervising, training, coaching, mentoring staff.
  • Relevant years of state service experience.

  • Must possess a valid, non-restricted Colorado Driver’s License.
  • Shift Work – PRC is a 24/7 facility, therefore, a person in this position must be available to work any shift, any day, and any area to meet agency needs.
  • Travel. Utilize a State vehicle to transport medical records and/or individuals to appointments as needed to support Medical Runners.
  • Special Qualifications. Must possess an LPT License or QMAP and be checked off by PRC Nursing.
  • Must demonstrate the ability to lift 50 lbs, bend, kneel, squat, etc, and perform interventions proficiently throughout employment.

CDHS Selection Process Explanation
