Job Overview

The Human Resource Coordinator supports all major HR functions for the Developmental Center, ensuring consistent, compliant, and efficient operations across the facility. This role manages personnel actions, recruitment, performance evaluations, training, labor relations, and policy administration. The position provides technical guidance to leadership on civil service, employment law, and HR rules, and represents the facility in labor, disciplinary, and grievance matters. The HR Coordinator supervises lower‑level HCM staff, supports staff training and development, and serves as a key liaison with DODD Central Office HR units. This position plays a critical role in maintaining a well‑supported workforce and ensuring HR practices align with legal requirements, collective bargaining agreements, and organizational goals.

What Will You Do?

Human Resources Operations

  • Implement and process personnel actions, position descriptions, and related HR documentation.
  • Manage the recruitment and selection process, including posting positions, screening applicants, and coordinating interviews.
  • Oversee the facility’s performance evaluation program and serve as the secondary reviewer for performance evaluation appeals.
  • Conduct and coordinate new employee orientation and new‑hire training requirements.
  • Review and recommend updates to facility policies and procedures.
  • Approve leave requests, complete performance evaluations, and provide oversight for personnel transactions.

Supervision & Staff Support

  • Supervise and advise lower‑level HCM staff on complex HR issues and sub‑programs.
  • Provide training and guidance to staff and supervisors on topics such as investigations, performance evaluations, and union contract requirements.

Labor Relations & Employee Relations

  • Serve as the primary contact for labor relations and collective bargaining matters.
  • Provide technical guidance to the Superintendent and managers on contract administration, interpretation, and changes.
  • Respond to grievances at Step 2 of the grievance procedure and act as chair of the local labor‑management committee.
  • Review investigations and recommend appropriate disciplinary actions to the Superintendent.
  • Represent the facility at disciplinary hearings, grievance hearings, unemployment hearings, and EEO proceedings.

Communication & Coordination

  • Maintain regular communication with Central Office units (Labor Relations, Personnel, Benefits, EEO/Diversity, Workforce Planning) regarding institutional issues and HR needs.
  • Participate in job fairs and recruitment events to support staffing initiatives.

Training & Professional Development

  • Oversee and conduct orientation and specialized training sessions related to HR, labor relations, investigations, and performance management.
  • Participate in ongoing training to remain current on HR policies, procedures, employment laws, and collective bargaining requirements.

Additional Responsibilities

  • Serve as Administrator‑on‑Call as assigned.
  • Support facility leadership by providing expert HR consultation related to civil service rules, employment law, and HR policies.

3 yrs. exp. in human resources.

  • Or completion of undergraduate core program in human resources, business or public administration; 12 mos. exp. in human resources.
  • Or 1 yr. exp. as Human Capital Management Analyst, 64612.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.
