Job-Specific Essential Duties and Responsibilities

  • Lead cross-functional technical teams in delivering IT services and solutions for a Homeland Security customer, ensuring effective communication and collaboration across teams.
  • Oversee project life cycle from initiation through delivery, including developing project plans, timelines, and resource management.
  • Ensure compliance with customer and contractual requirements, maintaining project scope, schedules, and budgets.
  • Coordinate with internal and external stakeholders to ensure seamless execution of project deliverables.
  • Manage project risks, issues, and changes, implementing mitigation strategies where necessary.
  • Prepare and deliver project status updates to senior leadership and stakeholders.
  • Serve as primary POC for all contractor staff for onboarding and offboarding actions, site access, issues and escalations, while fostering a positive, inclusive and safe work environment.
  • Ensure compliance with security protocols, safety standards and regulatory requirements.
  • Provide guidance, training and mentorship to team members.
  • Support incident response and disaster recovery efforts.
  • Address and resolve personnel issues, conflicts and grievances in accordance with HR policies and procedures.
  • Support workforce planning, including resource allocations and succession planning.
  • Promote employee engagement, retention and recognition initiatives to enhance job satisfaction and reduce turnover.
  • Manage and track site concerns such as parking logistics, facility issues and employee engagement events.

Job-Specific Minimum Requirements

  • Active Secret clearance.
  • Due to federal requirements, all candidates must be US Citizens without Dual Citizenship to another country.
  • This is an on-site position at a government facility.
  • Requires presence on-site five days per week in Colorado Springs, CO.
  • Candidates must reside within a commutable distance.
  • Participation in a rotational on-call schedule for emergency page-outs is required.
  • 12+ years of technical project management experience, preferably within federal or homeland security environments.
  • 5+ years of team leadership with demonstrated experience in managing large-scale IT infrastructure or software development projects.
  • ITIL v4 certification required.
  • Strong understanding of Agile methodologies and ITIL frameworks.
  • Proven track record of managing cross-functional teams and successfully delivering projects on time and within budget.
  • Strong leadership, communication, and stakeholder management skills.

Preferred Skills and Qualifications

  • Bachelor's degree in a related field.
  • PMP or Agile certification.
  • Experience working with federal agencies, especially Homeland Security.
