The Systems Technician is responsible to provide effective support for network services and business processes related to the City of Modesto; to troubleshoot, analyze, and resolve system/application related support requests including specialties such as Help Desk, GIS, and Web; and to assist and train users in personal computer hardware/software.

- This position is NOT remote. There will not be an opportunity for virtual or remote work. All interviews and testing will be held in-person. Any travel expenses incurred to attend testing or interviews will be at the candidate's expense.

Essential and Marginal Function Statements
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Verify and open a variety of databases to ensure files are open and systems are available to users.
Monitor system, identify malfunctions, and initiate corrective action to maintain schedules to assure integrity of production files and output.
Operate computer to run production jobs and back-ups of primary systems scheduled in accordance with system operations instructions.
Maintain and coordinate production schedules for all work processed on computer.
Troubleshoot and perform minor maintenance on personal computer hardware, software, printer, and network related problems; resolve issues related to communications, GIS map/data maintenance, or web page maintenance.
Assist in the installation, troubleshooting, maintenance, upgrades, and administration of LAN/WAN.
Monitor the overall performance of the network operating systems and communications software; resolve problems, as required.
Diagnose and resolve problems regarding hardware, applications, network connectivity, and operating systems; dispatch service to provide advanced level support, as necessary.
Receive, enter, and track end user problems and resolutions; ensure appropriate problems are resolved within a timely manner; prepare status report of completed service items.
Assist in researching and evaluating new advances in personal computer hardware and software.
Assist in providing City-wide training for hardware, software, and/or applications.
Assist in testing and maintaining computer hardware and software.
Assist with the development of procedures.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Minimum Qualifications
Systems Technician I
Knowledge Of
Computer and related equipment maintenance.
Server systems.
Basic principles and techniques of computer systems analysis and programming.
Principles and practices of customer service.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability To
Learn to troubleshoot, configure, perform simple repairs, and install computer and server hardware/software.
Document and maintain accurate computer records and procedures.
Maintain sensitive, confidential information according to legal standards and/or City regulations, as required.
Learn to organize and manage assigned tasks and requests from customers.
Assist in maintaining inventory of existing and newly acquired computer hardware and software.
Learn specialized functions, procedures, and technical support tasks related to the assignment.
Read and understand job-related technical manuals.
Coordinate with customers to ensure successful completion of projects.
Assist in obtaining information required for completion of projects.

Experience And Training Guidelines
Experience
Six months of responsible computer related work experience including proficiency in related technology used by the City of Modesto in the Help Desk, GIS, or Web functions.
Training
High School diploma or GED equivalency.
License Or Certificate
Possession of, or the ability to obtain, a valid California driver's license.
Systems Technician II
Knowledge Of
Local Area Network (LAN) and Wide Area Network (WAN) concepts, terminology, and operating systems.
Principles and techniques of computer systems analysis and programming.
Principles of information systems security.
Computers, information systems, and Internet technologies related to Systems, Help Desk, GIS, or Web.
GIS, GPS, automated mapping systems, and database management.
Ability To
Independently troubleshoot, configure, repair, and install computer and server hardware/software.
Work with word processing, database, spreadsheet, and presentation software.
Use sound, independent judgment within established guidelines.
Prioritize work and coordinate several activities simultaneously.
Work with vendors to resolve application issues.
Assist in maintaining cable route maps, software license, and version tracking.
Experience And Training Guidelines
Experience
Two years of responsible experience equivalent to Systems Technician I with the City of Modesto
Training
High School diploma or GED equivalency, supplemented by specialized technical training or coursework. Microsoft certifications are desirable.
License Or Certificate
Possession of, or the ability to obtain, a valid California driver's license.
Additional Requirements
Incumbent must be able to pass a P.O.S.T. level background investigation prior to appointment for clearance to work on Police Department Information Systems.

WORKING CONDITIONS
Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and travel is rare.

PUBLIC EMPLOYEES' RETIREMENT SYSTEM: CalPERS enrollment in either the 2% @ 60 or the 2% @ 62 formula is dependent on eligibility, as per AB 340. Employee pays the full member contribution. Retirement benefit is based on the employees three year final compensation average. The City does not participate in Social Security except for the required 1.45% Medicare contribution by both the City and the employee (applies to employees hired after 4-1-86).
HOLIDAYS: 12 paid holidays per year plus 8 hours holiday credit.
MANAGEMENT LEAVE: 80 hours per year for positions exempt from overtime.
VACATION: Accrued at the rate of two weeks during the first year, increasing to five weeks during the 21st year of service.
SICK LEAVE: Accumulated at 8 hours per month, 96 hours per year. Employees may accumulate up to 2,200 hours.
MEDICAL INSURANCE: Health, dental and vision coverage is provided. The City's monthly contribution to health, dental and vision benefits is based on a three-tier system as follows:

$ 450.00 Opt Out
The employee pays the balance. An employee who opts out of health coverage receives the amount noted above minus dental and vision premium on their paycheck and treated as taxable income. Dental and vision coverage continuation is available upon retirement.
DEFERRED COMPENSATION: With a matching contribution by the employee, the City will contribute 1.5% of salary, increasing to 2.5% at 9+ years of service, to a voluntary 457 Plan.
RETIREE HEALTH SAVINGS ACCOUNT (RHS): $2,880 initial deposit provided upon completion of a two (2) year vesting period. After initial contribution, the City shall contribute $130 per month.
LIFE INSURANCE: Coverage in the amount of $120,000 is provided by the City. Supplemental coverage is available at employee cost.
DISABILITY INSURANCE: Coverage is provided by the City, at City cost. This benefit pays 66 2/3% of the first $12,000 per month in salary.
EDUCATIONAL INCENTIVE: Master's Degree Pay in the amount of 5% of salary. Bachelor's Degree Pay in the amount of 2.5% of salary.
BILINGUAL INCENTIVE LEAVE: Employees who pass a review panel and are needed in this capacity by the department, will receive 3 hours of Bilingual Leave Time per pay period into their Compensatory Time Off (CTO) balance.
LONGEVITY PAY: 2.5% of salary at 10 years of service.
SECTION 125 PLAN: Providing for pre-tax deductions for employee-paid health premium and dependent care costs.
