Fleet Manager – Fuel Transportation

Location: Houston, Texas

Department: Transportation Operations

Reports To: Vice President of Operations

Position Summary

The Fleet Manager is responsible for the overall performance, safety, compliance, maintenance, and profitability of the company's fuel transportation fleet. This position oversees drivers, equipment, maintenance coordination, DOT compliance, scheduling, and operational efficiency while ensuring the safe and timely delivery of petroleum products throughout Texas and surrounding markets.

The ideal candidate has extensive experience managing CDL tanker fleets, understands DOT and FMCSA regulations, and possesses strong leadership skills with a commitment to safety and operational excellence.

Essential Duties And Responsibilities

Fleet Operations

  • Manage the day-to-day operations of the fuel transportation fleet.
  • Ensure efficient utilization of tractors, trailers, and drivers.
  • Monitor fleet productivity, equipment availability, and asset utilization.
  • Coordinate with dispatch to maximize equipment efficiency while meeting customer service expectations.
  • Develop operational strategies that reduce downtime and improve profitability.

Safety & Compliance

  • Promote and enforce a culture of safety throughout the transportation department.
  • Ensure compliance with all applicable regulations including:
    • Federal Motor Carrier Safety Administration regulations
    • U.S. Department of Transportation requirements
    • Hazardous Materials Regulations
    • Hours of Service regulations
    • Drug & Alcohol Testing requirements
    • Driver Qualification Files
  • Review driver performance and telematics data.
  • Investigate accidents, incidents, and near misses.
  • Lead corrective action plans and safety coaching.

Maintenance Management

  • Oversee preventive maintenance schedules.
  • Coordinate repairs with internal maintenance personnel and outside vendors.
  • Monitor equipment condition and lifecycle replacement planning.
  • Ensure all inspections and maintenance records are current.
  • Reduce equipment downtime through proactive maintenance planning.

Driver Management

  • Supervise CDL tanker drivers and transportation staff.
  • Assist with hiring, onboarding, and driver retention.
  • Conduct performance evaluations and coaching sessions.
  • Address disciplinary matters as necessary.
  • Ensure drivers maintain required certifications and qualifications.

Financial Responsibilities

  • Develop and manage fleet operating budgets.
  • Monitor maintenance and repair costs.
  • Analyze fuel consumption and idle time.
  • Identify opportunities to reduce operating expenses while maintaining service levels.
  • Track key performance indicators (KPIs) including:
    • Cost per mile
    • Preventive maintenance compliance
    • Equipment utilization
    • Driver turnover
    • CSA scores
    • Accident frequency
    • On-time deliveries

Customer Service

  • Support dispatch and operations in resolving service issues.
  • Maintain strong relationships with customers and suppliers.
  • Assist with operational planning during emergency or after-hours situations.

Qualifications

Required

  • Minimum 5 years of fleet management experience.
  • Minimum 3 years managing CDL tanker or hazardous materials transportation.
  • Strong knowledge of:
    • DOT regulations
    • FMCSA compliance
    • Hazardous materials transportation
    • Tank truck operations
    • Electronic logging devices (ELDs)
    • Driver qualification requirements
  • Valid driver's license.
  • Strong computer proficiency including Microsoft Excel, Outlook, and transportation management software.
  • Excellent communication and leadership skills.

Preferred

  • Bachelor's degree in Business, Transportation, Logistics, or related field.
  • CDL (Class A) with Tanker and HazMat endorsements.
  • Experience in petroleum or fuel distribution.
  • Experience using fleet telematics and GPS systems.
  • Maintenance management experience.

  • Ability to travel between terminals, customer locations, and repair facilities.
  • Ability to respond to after-hours operational emergencies.

Work Environment

This position operates in both an office and field environment. The Fleet Manager regularly visits terminals, maintenance facilities, loading racks, and customer locations. The position requires availability outside normal business hours to respond to operational issues, emergencies, or weather-related events.
