SUMMARY
This position is responsible for the overall financial management of the organization, including compliance with generally accepted accounting standards and state and federal requirements, internal financial controls, the annual budget, and the annual audit. The Finance Director also oversees daily financial management and recurring processes such as including payroll, accounts payable, accounts receivable, financial grant management, and procurement.

EXAMPLES OF WORK PERFORMED
Daily Financial Management and Recurring Processes
· Review and approves biweekly payroll
· Review and recommend approval of accounts payable and accounts receivable transactions
· Forecasts revenue and expenditures to manage cash flow and for strategic decision making
· Work with program managers to complete and submit accurate and timely financial grant reports and draw down/reimbursement requests
· Responsible for implementation of and compliance with grant financial requirements
· Review and approve procurement instruments
· Review and recommend approval of agreements and contracts
· Oversight of grant, contract and procurement start and end dates
Compliance and Internal Controls
· Ensure compliance with governmental accounting standards (GASB) and applicable federal, state and local regulations
· Develop and implement financial policies, internal controls, and procedures (COSO Framework)
· Maintain financial security by establishing and following internal controls
· Improve financial management and control by evaluating and designing financial systems
· Responsible for regular financial reports for management and the governing body, including budget to actual, balance sheet, cash flow statement, encumbrances, and other reports
· Responsible for and documents financial transactions by entering account information
· Responsible for all financial actions by analyzing accounting options
· Substantiate financial transactions by auditing documents
· Reconciles financial discrepancies by collecting and analyzing account information
· Analyze data and financial information to support strategic decision-making
Annual Budget
· Responsible for developing the annual budget with input from directors and program managers
· Monitors and administers the annual budget, including any budget adjustment requests
· Provide current financial information to the Executive Director, directors and program managers
· Develops and maintains the capital asset and depreciation schedule
· Works with the Executive Director to develop the organization’s Infrastructure Capital Improvement Plan (ICIP)
Annual Audit
· Serve as the organization’s primary point of contact for the annual audit
· Responsible for completing annual SEFA (Schedule of Expenditures for Federal Award)
· Oversee collection and delivery of all documentation and samples requested by the auditor
· Draft the organization’s Management Discussion and Analysis (MD&A)
· Develop and implement, and be responsible for corrective action plans in response to audit findings
· Schedule audit entrance conference, exit conference and presentation/s to include the Executive Director and the governing body
Other
· Oversee special or programmatic audits
· Responsible for long-term financial planning, including forecasting revenues and expenditures and potential investments
· Keeps management informed by reviewing and analyzing special reports; summarizing information; identifying trends.
· Maintains office efficiency by planning and implementing office systems, layouts, and equipment procurement. Designs and implements office policies by establishing standards and procedures; measuring results against standards; making necessary adjustments. Completes operational requirements by scheduling and assigning employees; following up on work results. Maintains office staff by recruiting, selecting, orienting, and training employees. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; participating in professional societies.

SKILLS REQUIRED
Specific to Position
· Mastery of computerized accounting and payroll systems
o Experience with Abila MIP accounting and isolved payroll systems is preferred
· Advanced office and computer skills including Microsoft Office, particularly Excel, Word, and Outlook, as well as use of databases
· Mastery of budgeting principles and practices
· Knowledge of federal and state regulations and policies

SUPERVISORY RESPONSIBILITIES
This position is responsible for supervising the Assistant Finance Director and Procurement Specialist.
PHYSICAL DEMANDS
This position requires basic physical demands for working in an office environment including sitting for long periods, using computers and other typical office equipment, driving vehicles, carrying documents, and walking.
TRAVEL
Travel is not a requirement for this position. However, some professional development opportunities may require in-state or out-of-state travel.
TRAINING
Training in governmental financial management, federal Uniform Administrative Requirements (2 CFR Part 200), MIP accounting system , isolved payroll system, State of New Mexico, and federal grant reporting systems, and NCNMEDD financial policies is required for this position. Standard training for all employees will be applied to this position as well as any training deemed beneficial by management in the future.
DECISION-MAKING
This position requires the use of discretion and independent judgment with respect to matters of significance for the agency as well as typical decision-making responsibilities required in a day-to-day office working environment.
COMMUNICATIONS
Reports to the Finance Director and interacts with NCNMEDD employees and vendors/contractors; the NCNMEDD Board of Directors; local, state, and federal agencies; state and local elected officials; the public; and non-profit, private, and/or corporate entities.
EQUIPMENT USED
Typical office equipment will be used such as computers, calculators, phones, copier/printers, projectors, and company vehicles.
WORK ENVIRONMENT
This position will work in a standard, smoke-free, indoor office environment with other staff.
