The Oregon Youth Authority (OYA) is seeking a Field Services Division Manager to provide statewide leadership and direction for Oregon's juvenile parole and probation system. Reporting within OYA's Community Services Division, this position sets the standard for how Field Supervisors and Juvenile Parole and Probation Officers support youth transitioning from custody back into their communities across all 36 Oregon counties. The Field Services Division Manager translates OYA's Positive Human Development and Developmental Approach to Parole and Probation into daily practice — coaching Field Supervisors, shaping statewide policy, and stepping in to lead through complex or high-profile situations. This is an opportunity to influence outcomes for youth and families statewide while building a workforce grounded in evidence-based, trauma-informed, and equitable practice. We welcome candidates with proven leadership in youth justice, community supervision, or related fields who are ready to guide a statewide team toward better outcomes for Oregon's youth.

What You'll Be Doing

  • Provide statewide leadership and operational oversight for OYA's parole and probation program, guiding field-level decisions and setting practice direction across all 36 counties.
  • Directly supervise and coach Field Supervisors using a developmental approach that builds strong leadership, consistency, and accountability across field offices.
  • Lead strategic planning and implementation of statewide initiatives — including the Youth Reformation System, Positive Human Development, and Diversity, Equity and Inclusion efforts — informed by data and evidence-based practice.
  • Build and sustain partnerships with courts, tribal governments, law enforcement, community organizations, and legislators to advance public safety and equitable service delivery.
  • Manage program budget and resources, respond to complex or high-profile incidents, and act on behalf of the Assistant Director when needed.

MINIMUM QUALIFICATIONS

  • Seven years of supervision, management, or progressively related experience; OR
  • four years of related experience and a bachelor’s degree in a related field.

Special Qualifications

  • Driver License Required: Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

  • Proven leadership directing people or programs in youth justice, community supervision, adult corrections, behavioral health, or similarly regulated human-services work.
  • Deep, applied understanding of adolescent development, trauma-informed care, and restorative practices shown by using these approaches to guide staff, shape program decisions, or strengthen how services reach youth and families, not just familiarity with the terms.
  • Strong policy, operational, and crisis management skills, including the ability to lead people through a significant operational change or a high-stakes crisis not just announce the decision and move on.
  • Demonstrated success coaching and developing supervisors and staff through structured feedback, training, or performance management — with real results such as stronger performance, higher retention, or staff advancing into bigger roles.
  • A genuine, action-oriented commitment to equitable outcomes for youth, families, and communities, shown through specific steps taken to remove barriers or expand access, not just a stated value.
  • Exceptional communication and relationship-building skills, with a track record of working effectively across staff, community partners, courts, tribal governments, and other stakeholders even when interests don't fully align.
