Job Duties:
The City of Virginia Beach Department of Human Services is seeking a talented Account Clerk II to work as a Payroll and Leave Specialist (PALS). This candidate will accurately process timekeeping transactions and maintain accurate control of entries to the timekeeping application. Effectively communicate with City departments, supervisory staff, employees, oversight, and regulatory agencies, regarding payroll transactions and processes.
Duties:
- Responsible for meeting all departmental and central Payroll deadlines and ensuring members are paid correctly.
- Review timesheets and leave request documents for accuracy and proper approvals.
- Enter exception hours and leave taken in timekeeping system.
- Conduct timekeeping QA prior to payroll close to ensure payroll data is accurate.
- Run payroll reports and review and reconcile payroll data.
- Complete and submit payouts and time adjustments to Payroll Supervisor by set deadlines.
- Enter Historical Corrections as needed.
- Enter Workers’ Compensation, Short-term Disability and FMLA hours into timekeeping system.
- Maintain accurate, secure and up-to-date payroll files.
- Address employee questions and concerns, providing excellent quality customer service to internal and external clients.
- Work collaboratively with City Payroll and Human Resources departments to resolve issues.
- Provide timesheet and leave slip training as needed.
- Assist others in reviewing and reconciling payroll data entry.

Minimum Requirements:
MINIMUMS: High school or GED plus two (2) years’ experience in fields providing the required knowledge, skills and abilities, such as clerical accounting or bookkeeping; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
One (1) year of reconciliation experience.
Experience applying FSLA overtime rules.
Two (2) years of automated timekeeping experience (Kronos, Oracle, PowerTime, etc.)
Two (2) years of data entry experience.
Two (2) years of payroll experience.
Timekeeping experience servicing a large number of employees.
Excellent customer service.
At least Beginners level Excel skill set.

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
