Job Summary

The Department of Employment Services (DOES) is the agency who connects District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities. The Program Manager will serve as the American Job Center Manager. Department of Employment Services American Job Center, supports with fostering economic development and growth in the District of Columbia by providing workforce training, linking job seekers with employers, compensating unemployed and injured workers and promoting safe and healthy workplaces.

Incimbent work under general supervision of the Associate Director, Deputy Director, or other member of the Senior leadership Team who provides policy and program guidance relative to the scope and objectives of the work. Incumbent Is expected to plan, develop and coordinate all work activities in his/her assigned project; to exercise personnel management responsibility; to assure technical adequacy of all work accomplishments.

Duties And Responsibilities

Provides the full range of technical and administrative supervision over a staff within the office. Assigns and reviews the workload of the office, determining and scheduling priorities, assuring that service activities are properly and effectively time-phased to accomplish program objectives. Reviews, interprets, and reports on Federal and Local grant allocation. Writes and applies for grants for specific program. Designs, writes, evaluates, and modifies policies to ensure that programs are effective and in compliance with legal requirements. Analyzes policies, government regulations, and legislation to develop new program policies and plans or revise existing program policies and procedures.

Analyzes statistical data and reports to identify and determine causes of problems and develop recommendations for improvement of organization's systems, procedures, or programs. Interprets results of studies, and prepares reports detailing findings, recommendations, or conclusions and determine areas requiring additional resources and new program implementation. Consults with and advises government officials and staff, civic bodies, and other agencies on legislative, policy and program issues. Directs preparation and distribution of written and verbal information to inform management and employees of program and administrative policies and procedures. Develops written performance standards and ensures that all employees are aware of their responsibilities relative to those standards. Provides management to program staff through consultation, supervision, and liaison activities. Identifies and provides for the training needs of staff. Counsels subordinates in matters relating to work performance, attendance and general work relationships, recommends and initiates disciplinary action and adjudicates employee complaints.

Qualifications And Education

Specialized Experience: Experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Work is normally performed in an office environment.

Tour of Duty: Monday - Friday; 8:30AM-5:00PM

Duration of Appointment: Management Supervisory Service (MSS), “At-Will”. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Pay Plan, Series and Grade: MSS-340-12

Promotion Potential: No known promotion potential.

Collective Bargaining Unit: This position is not covered under collective bargaining.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
