This position is located in the Project Management Office of the Operations Directorate at the SCDMV Headquarters in Blythewood, SC.

Responsibilities Of The Project Management Officer

  • Leads the SCDMV Project Management Office by ensuring the training and development of subordinates; assigning, overseeing, and championing project team efforts; establishing an agency PM framework with requisite governance and procedures; and building PM knowledge throughout the agency by advising and training leaders and providing templates, materials and resources to project sponsors to facilitate project success.
  • Collaborates with agency leadership and project sponsors to ensure projects are fully and properly developed before initiation; open, cross-functional lines of communication are maintained on project teams throughout PM lifecycle; provides conflict resolution and manages project team resources to support business units; ensures feedback is consistently sought, considered and implemented as needed to support project completion.
  • Communicates effectively, continuously and accurately with agency leadership, stakeholders and project teams on status of projects, risk mitigation efforts, quality control/assurance analysis, and resource requirements; ensures detailed documentation of projects is maintained and archived to include establishing a repository for project artifacts.
  • Contributes to the agency's strategic plan by translating strategic goals into successful, effective agency projects, aids the agency in establishing strategic direction by recommending sequencing and prioritization of projects to maximize resources, minimize risk and increase success probability; ensures agency-wide projects are aligned with organizational strategy and support business unit goals.
  • Instills and contributes to a culture of continuous improvement and innovation by seeking improvements to PM processes and researching emerging trends in PM technology, innovation or methodologies to increase efficiency and effectiveness of PM team efforts.
  • Performs other duties related to project management as assigned.

Minimum Qualifications

Minimum and Additional Requirements

A bachelor's degree and experience managing large projects of moderate complexity and risk. An equivalent education and relevant experience may be accepted with prior approval.

Additional Requirements

  • Knowledge of the agency's mission, strategic goals and operational programs.
  • Knowledge of project / program management principles, and methodologies.
  • Ability to plan, organize, and coordinate multiple work assignments simultaneously.
  • Ability to manage work, delegate work with assignment of appropriate priorities, and provide guidance and direction to employees.
  • Ability to communicate effectively to include making presentations and preparing reports.
  • Ability to conceptualize needed change and initiate appropriate change management and process improvement activities.
  • Knowledge of state government procedures and processes.
  • Responsible for managing multiple work units.
  • Works independently with limited supervision to oversee, manage and direct major agency initiatives and projects as well as coordinate the efforts of the SCDMV Project Management Office.
  • May be required to work extended hours outside of the normal scheduled workday.
  • May require limited travel. Works in climate-controlled environment.

Preferred Qualifications

Agency Preferred:

Five (5) or more years of an experience managing the lifecycle of multiple simultaneous projects.

Project Management Professional (PMP) and/or Program Management Professional (PgMP) certification highly desired; master's degree in administration or related field.
